MUSKOGEE HOUSING WITHDRAWS RENTAL ASSISTANCE DEMONSTRATION APPLICATION
Muskogee Housing has officially withdrawn its Rental Assistance Demonstration (RAD) application with the Department of Housing and Urban Development. This effectively ends the agency's pursuit of converting all 400 of its public housing units to a Section 8 based assistance platform.
As with many RAD applications, Muskogee Housing's financing plan would have resulted in significant debt in order to make the conversion feasible. Management, as well as the board of directors, felt that the debt would have resulted in loss of vital resident services as well as administrative control of the properties.
The agency continues to pursue other avenues that will provide more stable funding than the current operating subsidy and capital improvement grants. The most promising of these is the inclusion of Public Housing in an infrastructure bill currently being discussed in Congress.
